James R. Hertwig
President and Chief Executive Officer

James R. Hertwig, a native Pennsylvanian, brings over 40 years of freight transportation experience to his position as President and Chief Executive Officer of Florida East Coast Railway. Prior to joining FEC in July 2010, Jim served for six years as President of CSX Intermodal, Inc. Previous to his association with CSXI, Jim spent nearly nine years as President of Landstar Logistics, a transportation services company and one of the largest truckload carriers in North America.

During 1994 and 1995, Jim served as President and CEO of Carolina Freight Carriers Corporation and also as Chairman and CEO of Red Arrow Freight Lines, two large regional LTL carriers.  Before that, he spent eight years as President and CEO of Con-Way Intermodal, a multimodal truckload service provider and International NVOCC.  Jim also spent 13 years holding key management positions at CF Motor Freight, a nationwide LTL carrier.

Jim presently serves on the Board of Directors of the Intermodal Transportation Institute at the University of Denver and recently concluded his third term on the Board of Directors for the Intermodal Association of North America.  He was recently appointed to a Technical Peer Review Panel of the U.S. Maritime Administration’s (MARAD) study of the Panama Canal expansion.  Jim has served on the Board of Directors for the Florida Trucking Association, the Executive Committee of the Transportation Research Board, and is FEC’s representative to the Board of Directors for the Association of American Railroads. 

Jim and his wife, Debbie, reside in Jacksonville Beach, Florida.

John Brenholt
Executive Vice President and Chief Financial Officer

John Brenholt has served as executive vice president and chief financial officer of Florida East Coast Railway since November 2010, bringing over 20 years of experience in the distribution and transportation industries. Prior to joining FEC, Mr. Brenholt was the executive vice president and CFO for Schneider National, Inc., a provider of truckload, logistics and intermodal services headquartered in Green Bay, Wisconsin. He also served as senior vice president and CFO for Vistar Corporation and Corporate Express, Inc.

Mr. Brenholt previously held finance positions of progressively greater responsibility at Terex Corporation and Deloitte & Touche.

Mr. Brenholt received his BBA from the University of Wisconsin - Milwaukee in 1986.

John and his three children reside in Jacksonville.

Fran Chinnici
Senior Vice President, Engineering & Mechanical

Francis (Fran) Chinnici joined FEC in 2013 after a 29 year career with CSX Transportation where he held positions in Operations and Finance.  

As an engineering graduate of Penn State University, Fran began his railroad career in 1984 with the Chessie System Railroad as Metallurgical Engineer in the Research and Test Department at Huntington, WV.   He held positions of increasing responsibility in Mechanical and Transportation, and served as Vice President Purchasing and Materials in Jacksonville, FL for the 9 years prior to his departure.   

As Senior Vice President – Engineering and Mechanical, he is responsible for ensuring service excellence with track, design and construction projects, signaling, locomotives and rolling equipment.  He also oversees the Purchasing and Materials team who ensure that this service level is achieved at the lowest total cost of ownership.  

In addition to his undergraduate from Penn State, Fran received an MBA from Jacksonville University in 1997.  

Fran served for several years as a Board Member and Chairman of RailMarketplace, Inc., a consortium purchasing organization funded by the Class 1 Railroads.  And, in the community, he has been on the Board for the Juvenile Diabetes Research Foundation, North Florida Chapter since 2004.  He served as the Board President from 2008-2011.  

Fran has three grown children, Chelsea, Cory and Chad and all currently reside in the North Florida area.

Robert Ledoux
Sr. Vice President, General Counsel and Corporate Secretary

Robert Ledoux is vice president, General Counsel and Corporate Secretary for Florida East Coast Railway. He has more than 25 years of legal and management experience in corporate law and business and transportation transactions.

From 1981 to 1987, he worked as a budget analyst for the Department of the Navy. Mr. Ledoux then served for five years as Corporate Counsel & Secretary for Planning Systems Inc., in McLean, Virginia. He spent the next six years as Senior Attorney and Assistant Secretary for Software AG of North America, Inc. From 1998 to 2002, Mr. Ledoux worked as Associate General Counsel and Assistant Secretary with PSINet, Inc.

Prior to joining FEC, Mr. Ledoux worked at CSX Transportation, Inc. for nine years in various legal positions including Assistant General Counsel for public project initiatives, engineering, passenger services, and Intermodal.

He graduated with a BS degree in Business Administration from the University of New Hampshire, a JD degree from George Mason University, and an MBA from Virginia Tech. Mr. Ledoux is affiliated with the Virginia State Bar, the Maryland State Bar, the Florida State Bar and the American Corporate Counsel Association.

Bob Ledoux makes his home in Ponte Vedra Beach. He has two daughters; both are Virginia Tech graduates.

Andrew Westhoff
Senior Vice President, Sales and Marketing

Andy Westhoff joined Florida East Coast Railway in March of 2012. Mr. Westhoff has an extensive railroad background, having held finance and commercial roles with CSX Transportation for more than 20 years. His most recent position was Director of Yield Management - Intermodal.

Prior to joining CSX, Mr. Westhoff was with the accounting firm of Ernst & Young, and has maintained his CPA throughout his business career.

Andy and his wife, Joanne, reside in Jacksonville and have four grown children.

Thomas R. Ballas
Vice President, Human Resources

Thomas R. Ballas serves as vice president, human resources for Florida East Coast Railway. Mr. Ballas re-joined the Company in 2011, having previously worked with FEC for over thirty-five years. During his absence, Mr. Ballas provided human resource and rail labor relations consulting services. He is responsible for all human resource functions for the company including recruiting, performance management, labor relations and health and welfare benefits.

Mr. Ballas holds a Bachelor of Arts degree in Psychology from the University of North Florida and has received his Professional in Human Resources and Senior Professional in Human Resources Certificates from the Society of Human Resource Management.

Tom Ballas and his wife, Athena, have lived in St. Augustine, FL since 2004. Their son, Bryan, recently graduated from college.

Missy Westerman
Vice President, Corporate Controller

Melissa “Missy” Westerman is Vice President and Controller for Florida East Coast Railway. She has more than 16 years of experience in accounting and corporate finance. Prior to joining FEC, Ms. Westerman worked at CSX Transportation, Inc. for 12 years in various roles including Assistant Vice President Assistant Controller and Assistant Vice President Capital Planning and Enterprise Risk Management. Before then, Ms. Westerman was with an accounting firm, Arthur Andersen. She graduated from the University of Florida with both Master’s and Bachelor’s degrees in Accounting and is a Certified Public Accountant.  

Missy makes her home in Jacksonville Beach where she resides with her husband and daughter.
